[b][color=magenta]*STEP 1: Open the image where you want to add the rain effect

STEP 2: Make a new layer(Ctrl+Shift+N)
STEP 3: Fill it with Black
STEP 4: Filter>Noise>Add Noise......

STEP 5 : Filter>Blur>Motion Blur and put in the following information (you can mess around with it)

STEP 6. Now change the Blendmode, I changed it to Soft Light

STEP 7. Repeat step 2 until 6 a few times. So that you have five different rain layers. Hide all those layers
