+ 1 Open up an image, or use the image provided above ^^
+ 2 Create a new layer (Layer 2).
+ 3 Open up Gradient Tool(G), make sure it's a Linear Gradient and the gradient color is 'Spectrum'. ( You can use any gradient you want, but then it wouldn't be rainbow right? ^-~ }

+ 4 Drag the mouse from the top to the bottom. I went diagonally. You can go any way you want.
+ 5 Change 'Layer 2' effects from 'Normal' to 'Color
